Background and Challenges
Halmstad Municipality has over 10,000 employees with different roles, needs, and ways of working. To support the organization, an intranet is needed that makes it easy to find the right information at the right time.
The previous intranet was perceived as confusing and difficult to navigate. The information was not sufficiently tailored to the user, which made it time-consuming to find what was relevant in day-to-day work.
So, how do you create an intranet that reduces information overload, increases relevance, and actually simplifies the work for each individual employee?

SOLUTION
The City of Halmstad chose to build a new intranet in Sitevision—with a clear focus on user needs, structure, and editorial support.
A central part of the solution is a well-thought-out information structure, inspired by established accessibility principles. The intranet is designed to adapt to the user and make it easy to prioritize tasks in daily work.
Through personalization, content is tailored to the individual’s role and affiliation. News, menu options, and search results change depending on the target audience, and employees working across multiple departments can easily switch perspectives.
To further increase relevance, AI-based features are used, such as recommendations via Rek.ai, where content is suggested based on the user’s current needs.
At the same time, great emphasis is placed on the editorial experience. By working as a team—with a shared structure supplemented by target-audience-specific additions—duplicate work is reduced, and content becomes easier to maintain.
The municipality has also:
- Introduced the role of assistant editor to lower the barrier to contributing.
- Structured the work with training in several stages.
- Conducted extensive work on clear language.
- Built in reminders to keep the content up to date over time.
