5 ways to improve the citizen experience in your municipality

A positive citizen experience is about more than just digital services. It’s about how citizens experience their interactions with the municipality—from finding the right information to getting help and taking care of their business. Here are five concrete ways to enhance the resident experience and create better digital services.

1. Make it easy for citizens to find what they're looking for

Let’s be honest—people who visit the municipality’s website aren’t particularly interested in knowing which department is responsible for a particular matter. They want to quickly find the right information or get what they came for. Many municipalities place great emphasis on ensuring that the information is accurate, but it’s just as important that it’s easy to find. If citizens can’t find what they’re looking for, it doesn’t matter how well-written the information is.

By structuring content based on citizens’ needs, using clear language, and making navigation simple, it becomes easier for more people to find what they’re looking for right away. This saves time for both citizens and the municipality.

2. Focus on the citizen’s needs (not the municipality’s organization)

The municipality’s internal organization does not need to dictate how information is presented. What makes sense internally is not always logical for citizens. They rarely think in terms of departments or committees, but rather in terms of situations and needs.

Instead, structure the content based on, for example, life events and common tasks, such as “Moving to the municipality,” “Applying for a building permit,” or “Applying for a preschool spot.”

When information is presented from the citizens perspective, it becomes easier to understand and use.

3. Create a cohesive digital experience

For citizens, there is only one municipality. They do not distinguish between websites, e-services, and other digital systems. It does not matter whether the information is available online or behind a login. The experience should feel cohesive and simple, regardless of where a process begins or ends.

For citizens, it doesn’t matter where the information is located. What matters is that the experience feels cohesive. That’s why many municipalities are now working to bring together information, self-service options, and personalized services into a single citizen portal, rather than offering them as separate solutions.

4. Make it possible to get help when it's needed

Municipalities are expected to provide fast and accessible services, while many departments need to do more with the same—or even fewer—resources. Citizens also increasingly expect to be able to get answers even outside the municipality’s regular business hours.

Digital self-service, smart search functions, and AI-based assistants can help residents find information, get guidance, and move forward with their matters at their convenience.

This makes it easier to get the right help right away, while allowing the municipality to allocate its resources where they are most needed.

5. Follow up and continuously improve

Improving the citizen experience is an ongoing effort. By tracking how the website and digital services are used, it becomes easier to identify what works well and what could be improved.

Many municipalities track how many people visit their website. It’s just as important to understand what citizens are actually trying to do and where they encounter problems. Only then is it possible to truly improve the user experience. Analysis, statistics, and user feedback provide valuable insights that help the municipality make better decisions and develop digital services based on real needs.

A better citizen experience is about the big picture

A better citizen experience is rarely created through a single initiative. It is the interplay between clear information, user-friendly digital services, self-service, analytics, and a cohesive digital experience that makes the real difference.
For many municipalities, the next step is therefore not about introducing more digital solutions, but about making the solutions that already exist work better together. When different components work together, it becomes easier to create a digital service based on citisents’ needs.
